Flee and Pursue
"Flyers always move on the gorund when attempting to flee or pursue- they simply dont have time to take off".. do i use the Movement 2 stat when doing either with a phoenix?

Yes, except that the M value is not used in flee / pursuit moves. A flee/pursuit is 2D6 (3D6, highest 2 for flyers). The M value is not added to it.
The only reason it states it is fleeing through other units / terrain. A flyer would be able to fly over stuff, except that you are using ground movement. So, in effect anything that flies pursues in the same way as a chariot / cavalry unit.
