I have moved away from bolt-throwers too. I'm even generally dropping the 25pt one on a skycutter. Glad it was helpful! FWIW I don't run full command on units of 5 SH - either no command, or with champ and ring. For the points you're trying to allocated I'd run no command, personally. At that size they're a chaff clearer, flanking unit to useful to help keep chariots etc away from the Swordmaster...

I don't *really* think it's a big enough difference to shift anything - if we assume you manage 12 casting attempts per level 4 in game (and all in dispell range), then right now we're getting 1 extra success and with the change it's not quite 2 extra...
