i'm sure an empire player would use their cannon or hellblaster instead, mortars arn't their only warmachines.. Cleverly positioned, a cannon shot should be nigh impossible. The rules disallow making a cannon shot that could potentially strike a friendly model, so if there is a friendly Empire mode...

He can't cast anything because I own the magic phase. I bring a defensive magic army with a lot of infantry vs him. He can cast 1 spell a turn if hes lucky. Ranks of 5 or more models count for combat. If the unit is 5 wide, you need the whole rank there. If the unit is 10 wide you only need half for the rank bonus.

The English is clear, each player rolls at the start of his turn. Nothing says the first turn or only once, so that would be the start of each turn.
