From memory (:/ it was three years or so ago) it was sprayed white, couple thin layers of iyaden yellow (foundation paint) shaded with thinned down purple wash applied to the recesses, highlighted up through iyaden to bleached bone.

there is a pricing guide on the site, but it really does depend what you want best bet is to mail us for an accurate quote.

as an example that high elf army, which is a model heavy 3500pts cost £750 for both building and painting.

Black is always preferable as it means if you miss abit then it doesnt show up glaringly white

however if what your painting is going to be predominately white then white spray is obviously the way to go. Saves you the hassle of trying to get a decent white finish over black.

windsor and newton series 7 are the best brushes around by a mile.

However all i generally use on a day to day basis when army painting is a standard GW Basecoat brush - my entire High Elf was done with just this one brush, everything from eyes to dragons.
