Sounds like an enormous and utterly garbage ret-con to me, designed to do nothing but appeal to elf players Elves and Dwarves dislike each other because the are fundamentally opposite and don't understand each other, the dark elves took advantage of this to separate two otherwise unstoppable allies ...

I'd considered getting the Galadriel figure and using her as if the Spearmen were gathered round defensively
As for a cart I'd imagine it to be a more practical looking chariot shape.

My idea for the statues is that they are soldiers lining the streets of Tor Yvresse, between the collonades and statues of the city

The mini obelisk was from eBay - just searched for "elven terrain"
The statues are two resin columns I've had for ages and don't know where from. The figures are old TSR wizards (one is Raistlin from the Dragonlance books) that were old and paint sick and perfect for statuefying

Even with magnetic trays, side rails help line units up better, they give something to hold when moving figures and as has been said, they add something to the look when included in the basing

The problem is your making the mistake of thinking that GW fluff is remotely sensible or balanced. Why doesn't Teclis cast a spell to do xyz?
