The scroll must be used when making a wizardly dispel which means they'd have to be in range to do so.

I haven’t been able to source a copy of Ancient Battles but from what I’ve heard from folks familiar with the game, it’s effectively a copy and paste job from AB to TOW.

No matter what amount of mental gymnastics you attempt to pull, I'm absolutely positive you're not going to find an opponent that agrees that you can make multiple maneuvers while marching, so you can keep arguing the rules are unclear, but I'd say it's kinda pointless.

Marching doesn't allow manoeuvres so that's out. Drilled would allow you to redress before, but not after. Page 209 refers you back to page 146 in regards to how they attack, which states that models not in base to base contact can only make one attack. So characters would also only get one attack.
