List tailoring is generally frowned upon. The discussion of a units' merits is usually based upon placing them in an all comers list.

Replace the Sea Guard unit in the original post with archers, how would the story be different? Well the cannon might have died earlier, with more bodies to fight and shoot it, and shoot from further away

Sounds a bit like overkill to be honest. Often you won't need 5 ranks to break enemy steadfast since they'll lose ranks to casualties. I think you're right. I was a little worried about only having a relatively defensive block, but the more I think about it the more I reckon that's ideal for this list. Assuming you're running the Helms in 3 ranks, they would be a lot more effective with 3 more models. Allows you to run 5x3 which gives you a a couple extra ranks in CR but more importantly allows you to break units that would otherwise be steadfast.

I'm quite sure joining characters to fast cav units makes them lose fast cav. As such, you'd do well to replace the character units with helms, as the main reaver advantage is already lost.

Looks like gem does indeed work on breath.
Does a stomp count as a close combat attack? If you used flaming sword to make the dragons attacks flaming, would the gem work on that too?

I seem to recall that breath weapons can't get bonuses. So your dragons breath wouldn't get the +1 to wound from gem of sunfire.
