Limiting access to Dragons would be quite against HE naval lore where they make an important element of the fleet attached to larger ships.
What I would like to see is more focus on Eagles and Griffons that also serve as part of the navy.

I am hoping we don't get pregame shooting for the naval force. That was one of the most toxic rules ever assigned to our army. I personally use - Shield, Lance, Dragon Helm, Obsidian Loadstone, Seeds of Rebirth, Battle Banner
I use it as a heavy chaff clearance piece and mobility element to overwhelm specific points in the opponents advance when countering.

I use mine as two groups of 9 in a 7+2 formation with each unit going on one flank. They are mostly independent operators or flankers. When necessary a Griffon BSB can cooperate with one of the units.

And how many games were played. At a 3 or 4 game event one can be fortunate enough to not encounter any sufficiently hard counters, but at a 6 game event that is night impossible.

Back in the day I used to use scraps from cleaning molding lines and little bits of sprues mixed with plastic cement to fill such small gaps. It provided a much smoother finish than trying to fill with green stuff or any other kind of putty.

My guess is Sea Guard and Caledor because those are the two main themes attached to High Elves outside of Magic. I could see a Saphery focused list but maybe that would fit better when we get to the GWAC part of the timeline when the Tower of Hoeth mobilised.

It was a calculation specifically for Ulthuan with some imprecise/rough estimates for other places. I think it should still be somewhere in the background section, probably towards the end since it happened 18 or so years ago

The main difference is that it makes them immune to Monster Slayer. A character on Chariot is immune via their new unit type to the two main "auto kill" USR-s.

I sort of agree with Morgen. While there are certainly scenarios where such an action would be fitting it being a "go to tactic" to me is imersion breaking and would not look favourable on such actions even if I acknowledge them as legitimate.

There used to be several magical institutioms in the Old World before Teclis established the Collegues. There was the wizards guild in Marienburg, magic school in Middenheim, wizards attached to the church of Taal in Talabheim, that is at least what I remember of the top of my head.
