I don't believe spells are easier to cast. Spell casting values have on average increased between 6 and 15 points. I would disagree with this assessment entirely. I always think at least one RBT is necessary (I take them with my DE as well). As mentioned, if you look at the format for each warmachine there is description before any rules.

One of the things that I'm currently working through is the way spells are picked. Since you have to pick a lore (and spells if you have the seerstaff) when you build the army and not when you know who your opponent is/what units you'll be facing, I've been more likely to try and fill in weaknesses ...

One major drawback of the seerstaff now is having to pick the spells when you actually build the army and I think that hurts the "medium magic phase" in a take-all-comers list.
