That is probably the most economic you can get with those points given. If you would have few points to spare Dawnstone or Potion of Strength would be quite good items, but they bring his point cost to 131 or 126 with enchanted shield. Dawnstone would be my favorite if you can squueze him somewhere ...

Its mostly fluffy reasons really since the model has a lance.

But in general the lance will be only used if something removes fangsword from play, ie spell or magic item.
