Blazing Banner would work well against most of his units. I would be careful charging his chariots if he puts a Prince or a King with them as I'm sure you are aware.

I think the list is solid except the short bows, I don't think they would give you much use and it's points you could allocate to something else like shields or other banners some such. Otherwise I think it's very solid.

I think magic needs to be changed. Having to be required to take a level 4 wizard just to be competative is dumb to me. I hate that I pay 100-200 points from characters just to have a "neutral" magic game.

I did read your post and I understand where you're coming from. And in my very fast Empire list I threw together I was able to fit in 2 Veteran blob units for tarpitting your dragons. Are banners in units essential for Throne of Skulls? Because otherwise I'd second guess having banners in your Reavers. Otherwise I think it's a great list with lots of damage and FAST. I think you'll do really well.

4+ save and 3+ against non-magic missiles sounds pretty tasty

The lists I've seen is multiple small units of 5-7 if Wood Elves or 10 if Dwarves or Empire. You only have 8 drops, these other lists would have 10+ drops (I made a quick list of 11 drops with 60 points left for another unit). Think this list would struggle against massed gun line armies like Wood Elves, Dwarves, and Empire. The small units would melt under the shooting and you've got so much tied into HQ they could bait them around and pick your army apart.
