HBE are very different now. CUrrently they work best as MSU:

The best builds I've seen are:
multi Phoneix Flying circus
MSU infantry shooting (Lots of Sisters, and WL skirmishers)
Lion Chariots everywhere

HBE are probably strongest army (with Lizards). Both Matt H and Jamie (both ETC players) played terribly. Phil, you may be doing Steve a slight disservice - he's a very decent player, but rarely plays fantasy anymore, and tends to play with "fun" lists like the Ushabti bow-star.
