Normal spears only do that when mounted though, right? Saying it in the rules means it's on foot too.

As Paraicj pointed out Spears only get that when mounted and charging. Specifying +1S in the first round means that he gets it when charged and on foot. Which makes sense considering he's probably going to be in Sea Guard or Swordmasters, and I didn't give him a mount.
