In my planned battle tonight Im taking a Hero with Khaines Ring Of Fury, which has the spell "Soul Quench"

When my hero casts this where do the dice come from as its cast on an 8+

Im also taking an Archmage level 3

The spell of the ring has a power level of 3 and you take one or more dice from your pool.

Does that mean its adds a die to the power pool?

Power level is the roll required to cast, like any other spell... It is a pointlessly confusing term, rather typical of warhammer rule book writing so treat it as a normal spell that needs 3+ to cast, but you don't get any bonus for the caster's wizard level and so on.
