Hello!
I have always though that Birona's only doubles the movement characteristic to double (thus making our eagles, phoenixes run wildy on 4 movement inch ), but the FAQ adjust the wordind to "Movement Allowance".
Does this mean that flying will get 40 inch march? and charge swiftride + 20?

If it says "movement allowance" then I would think you're spot on. That seems insane, but that's the wording.

But only an appropriate amount more insane than a 36 inch march and 18 plus swiftstride for cavalry.

well yeah, cavalry also. But the way we had played in my local gaming club it was that movement characteristic maximum is ten anyways clearly this spell got tons of better.

That's Random Movement specifically. From what I understand, the BRB also caps all stats at 10 as a maximum. So on a unit of Reavers, their movement would effectively be increased by 1. Check page 3 of the BrB under characteristics of models.
Also, Birona's only doubles the "movement allowance" which on page three is "[o]ften called Move, this shows the number of inches a model can move under normal circumstances." Models with the Fly special rule can choose disregard their normal movement allowance and use a fly move instead.
If anything, Birona's would only double their movement allowance as defined as their normal move. So an Eagle would go from move 2" to 4" and a Star Dragon would go from 6" and cap at 10".

But you are not increasing their movement stat but their movement allowance. If it had been stat I would agree with the max 10, but surely a flying models movement alowance on march is 20 thus it should be able to march 40 with bironas.

they FAQ'ed it to move = movement allowance. It's a characteristic -> characteristic is max to 10
