Does Alith Anar's -1 to hit rule for the unit he's in stack with the Skirmisher's special rule?

In other words, when shooting at a unit of Shadow Warriors containing Alith Anar, does the enemy get a -2 to hit penalty?

I would say yes. The penalties come from different sources and are cumulative. Think about it in a different instance, if instead you cast Pha's Protection on some skirmishers you would also be at -2 to hit.
