Charge redirect question using eagles

If he charges my eagle who flees, then redirects into my other eagle who also flees, he moves ahead 1-6". What happens if my other unit is there? Does he charge it or stop 1" away? It happened today and I couldn't find it in the rules, but assumed he stopped 1" away since he never declared a charge. But sometimes compulsory moves put you into combat, so I wasn't 100% sure.

To contact the big unit he must redirect twice which is illegal, pg 18.

So he has a failed charge. If this would normally bring him into contact with the unit he must stop 1" away.
