So I was watching a game on UB and an interesting rules question came up.
If a wizard has failed a dispel attempt in a magic phase, can he use his scroll later against a different spell?
My gut says yes because he is not technically making a dispel attempt, but there were people arguing the fact that to use the dispell scroll "instead of making a dispel attempt" as the rules state, he must first be eligible to make a dispel attempt.
As far as I can see though the only time mentioned that a wizard cannot use his scroll is when fleeing (FAQ) so am I to assume because there is no mention of failed dispel attempts not allowing its use it is therefore allowed?

I'd say per BRB he can't use it.
If the magic item wording suggested it could be used instead of the army making a dispel attempt I'd say he was good to use it. But it strongly implies the wizard himself, to me.

Q: Can there ever be more than one attempt at dispelling a spell per
magic phase? Can a Wizard use a scroll if it isn’t allowed to make a
dispel attempt, for example the spell was cast with irresistible force
or the wizard has previously failed to dispel a spell that turn? (p35)
A: No to both questions.
Specifically mentions the case of having failed to dispel.

Even though this FAQ is clear, I think it is worth repeating that this affects not just dispel scrolls, but all the other types as well i.e. feedback scroll.
