Basic magic rules, which cover choosing a target.
Rules say wizard doesn't need line of sight to target if it isn't otherwise stated. Additionally, for augment and hex spells rules say targets don't need to lie in wizards front arc.
At the reference section of BRB, "Spells type" table - augment and hex spells need LoS, but don't need for target to be in front arc???

MY understanding is that characters not in units can pivot on the spot, so it doesn't ncessarily have to be in the front arc at the start of the turn, just as long as it is LoS after the wizard has turned to face it.
