and rule B says "in this case disregard rule A", then the order of precedence is obvious, regardless of where the rules come from.

BRB rules are not automatically over-ridden by army book rules. Just consider the many units in the game with compulsory movement, which says they ALWAYS move xD6". Does that mean that they always move that far, even if it takes them through impassable terrain? Of course not. But many army book rules are specifically written with countermanding the main rulebook rules in mind.
