Two HE armies ASF

So if two HE armies are fighting who gets first strike after the first round of combat. I have to assume that who ever gets the charge of gets to attack first. Can someone please help me and my daughter Jenee out?

It goes by initiative order. If the initiative's are the same, then its a dice off. All other considerations are moot.
