I have very limited experience (played dwarfs a little), but wish to try my sons HE as we have enough models for small format .. (Played HE 2 times only) So this is kindly asking for comments on my list. I shall also add, that there are composition restrictions (tryied to indicate in list)

any additional rules which restrict Specials and Rares will totally ruin High elves chances. We are an elite army which is why we get twice the rare choices of any other army (and also it came from back when you could get 1-2 eagles/RBT for one slot) and we also get 2 more specials than anyone.
I would talk to the tourney organiser and see if those rules can't be changed at all for High elves to represent that they are an elite army. One additional slot for your choice of special or rare isn't going to make a huge amount of difference and is well within the fluff.
as the rules stand I don't know how I would go about it, I'm thinking maybe swordmasters since they can operate well in units of just 7. I would never plan an army without my dragon prince/battle banner unit so thats in there and then maybe a dragonmage on top, I'm throwing Ideas around here not actually calculating as I go or anything...

since returning to the game after a 5 year break I have had 1 massacre loss, 3 minor losses, 2 draws, 3 minor wins, 3 solid wins, 2 massacres :)

We also only require 1 core at this level so I would drop the reavers and archers to buy a unit of 5 dragon princes (150pts) and then beef up your seaguard with the balance of points.

I am also not sure wheather including mage is necessary. He serves for magic defence mainly. Can´t I just replace him with Noble (GW, HA) to get more punch instead and be OK with 2 DD?

I would suggest to go with noble with Radient Gem of Hoeth, if that is allowed - it allows the noble to also perform as a 1st level mage, giving you the best of both worlds.

Well, I just ended up with these variants. Is it better to have 15 Sea Guard or 10 Archers + 15 Spearmen?
