I think he means you paint clean in a bit of a comic style, use colours that go well with blue and are mostly on the "cold" side of the colour circle and that you spent good time and effort on your bases. Works like a charm and you really did one hell of a job too! Keep it up, I really lik...

In this list I would go max out on the shooting. Drop the helms for 3x12 archers, fill your rareslot with 2x6 sisters, 2x rbt, a great eagle and a frostheart (2400 pts right?). I assembled and painted all 20 phoenix guard at once, assembly line style. Who cares about the insides of the cloaks, stuff your brush in there with your shade colour and leave it at that. It's not like anyone is going to see it.

Have you ever tried wet blending your layers on your cloaks? It makes them look an lot more natural and organic. Your cloak is very well painted, but the extreme highlights look a bit odd to me.

You know Shield of the Merwyrm doens't work on a mounted character? Swap it for a charmed shield or something. It may be a clever idea to use units of 6 reavers with a champ to deal with challengers, otherwise your dragon will be toast. I'm also not entirely sure what the Seaguard are supposed to do...

The PG unit filler with only the pillar on it looks a bit cheap. The surrounding models no longer look like a regiment. Maybe you should add like 2-3 phoenixguard models on the filler to fix this? The basing is really cool by the way, with the tiles!

Apply the greenstuff very roughly, let it harden out for about 30 minutes, cut away excess putty, then smooth it out. All done!

As for painting, the silver helms are not too bad. But assembling those steeds... You have to greenstuff all their necks to hide the joint lines...
