Being a person who has played against Lizardmen, I agree that there should be some sort of cap on the amount of shooting/ skink skirmishers.

maybe limit the number of them you can take - max 6? As at 2800 you can potentially get 10 units of 10 and most lizard players wont increase the unit size.

I realised that some of the model in the army give you a free model - i.e. in the Phoenix you get an Anointed of Asuryan that can be either on foot or the Pheonix

I have an older dragon model that is missing the rider for it (got it as part of an army deal 2nd hand) that I use for the spell.

this list looks pretty good. The only thing I'd do is put the Sword Masters in one unit to give them some survivability

My current kit out for the anointed is Ogre Blade, Armour of Silvered Steel.

I feel that the World Dragon banner has become a crutch for HE armies.
